Renovation does not get cheaper
with the neighbourhood.
The tile, the cable and the tradesman cost the same in Vladislavovo and in Briz. Only the property is different, and that is exactly why the same renovation eats up a different percentage of the price.
The buyer compares two listings and does the subtraction in their head. The ready one costs this much, the one needing renovation costs that much, so this is what is left for the builders. The sum falls apart at the first quote, and not because the quote is expensive.
Six sources for 2026 price the same thing, “full apartment renovation”, and differ by nearly five times. The reason is not the market.
€30 per square metre and €250 per square metre can mean the same thing.
The price list of Remonti PRO (Ремонти PRO) for Varna gives “apartment renovation €30.00 to €60.00/sq m” and lists the jobs with the proviso price for labour. At Stroitelite (Строителите) a major renovation is €250 to €550/sq m, that is labour plus materials plus organisation. The difference is nearly tenfold and cannot be seen from the quote itself.
A buyer comparing two figures per square metre is very often comparing labour against finished work.
The range where Varna and national sources overlap is €250 to €400 per sq m for a full renovation of an old apartment. Anything below or above it means a different scope, not a better or worse quote.
And on top comes the contingency, which is not optional. Daibau recommends 15 to 30% above the estimated cost, because older buildings hide surprises once the walls are opened. With it, the figure becomes €288 to €520 per sq m. From here on, the calculation uses this number, not the quote.
The sum is decided
in two places.
The electrical wiring. For a one-bedroom flat of 60 to 70 sq m, 35 to 55 points are counted. With basic materials that is €1,400 to €2,600 for Varna and Plovdiv, plus the distribution board for €200 to €500 (TvoiteUslugi.bg, 16 June 2026). The total does not include the switches, sockets and light fittings.
The bathroom. This is where the gap is widest, because for some “bathroom” means labour and for others a finished room with sanitary ware. Remonti PRO gives €33.75/sq m for labour only. Daibau gives €459 to €765/sq m including materials, so a 5 sq m bathroom comes to €2,295 to €3,825. Chimpstroy gives €2,800 to €4,600 for a standard one and from €4,600 to €7,500 and up for high end.
Three quotes for “bathroom renovation” can differ fourfold without any of them being dishonest. The difference is in what is included, and that is rarely written on the first line.
The same goes for flooring. Porcelain tiles are €35.79/sq m for labour only, laminate flooring €3.07/sq m, cement screed €15.34/sq m. A tile at €8 and a tile at over €50 per square metre go on the same line of the quote.
The item that is not in any quote
For a one-bedroom flat of 45 to 70 sq m, some sources give 4 to 6 weeks (CHICHI, ЧИЧИ), others give 45 to 90 days for a full renovation (Luxremont), and others talk of 2 to 4 months for a major one (Aquaem, Remont S). The difference between four weeks and four months is fourfold and depends on things that only become visible once the demolition starts.
During that time the buyer lives somewhere. At our Varna rate for a one-bedroom flat in the Centre, that is €490 a month. Three months of renovation are €1,470 in rent, paid alongside the mortgage instalment that is already running. Six months are €2,940.
This item almost never makes it into the calculation, because it is not in any quote and nobody sends it by email.
The most expensive order:
looks first, basics later.
According to an article on DUNAVMOST.com from 13 April 2026, 85% start renovating in the first year, 57% start with painting, and only one in five touch the wiring and plumbing straight after the deal.
The cost of this order can be measured. New wiring costs €1,400 to €2,600 for a one-bedroom flat in Varna, but done after the flooring it adds breaking up the screed (€5.11/sq m labour), cutting a channel, new screed (€15.34/sq m) and new flooring (porcelain tiles €35.79/sq m labour only). The same square metres are paid for twice.
For budget overruns the figure of 39% circulates, but it comes from the American NAR, retold without methodology, and it stands here only with that caveat. The Bulgarian side of the same thing is the recommendation of a 15 to 30% contingency: for a 70 sq m one-bedroom flat that is €2,600 to €8,400 in contingency alone.
And the third: VAT. The real projects Chimpstroy publishes are expressly “excluding VAT”. A project at €5,580 excluding VAT is €6,696 with it. Two quotes, one with and one without, get compared as if they were the same number.
The pipe that is not yours to replace
The risers, the roof waterproofing and the electrical installation in the common areas are not repaired by an individual owner. The decision belongs to the general meeting (общо събрание) of the condominium: 67% of the undivided shares for a major renovation or refurbishment, 50% for necessary or urgent repairs.
Access to the vertical risers, moreover, often goes through someone else’s apartment. The buyer may have replaced everything inside and still depend on a pipe that does not belong to them and that the neighbours have not voted to touch.
The listing does not say what stage that decision is at. How the general meeting works and what binds a new owner: the condominium. And what is checked before the deal in general: the property check.
Nobody can tell you
how much comes back.
This is where the research comes up empty, and that is the honest answer. For Bulgaria there is no study with a described methodology that gives a percentage return on renovation at resale. The figures circulating in Bulgarian publications come from Zoopla, HIRI, NAR and Hemnet, retold without methodology and measured in other markets.
What can be said is this. The bank valuation is the only measure with consequences, because the loan is 85% of it, and it is based on condition. Renovation raises it, but by how much is decided by the valuer, not by the invoices. More on how the bank looks at it: the mortgage loan.
And the arithmetic works in reverse too. If at resale the property is priced at the neighbourhood median, and the renovation cost €288 to €520 per sq m, the money put in comes back only if the neighbourhood has absorbed the whole amount. In a neighbourhood at €1,556 per sq m, that is a third of the price.
That leads to the only conclusion that holds: the difference in price at purchase is the number you really control. If you are also choosing between types of building, start with panel block or new construction.

Does every renovation need a building permit?
No. The line runs between routine and major renovation, and it is the municipal administration that judges the specific case, not the owner. The fee for a building permit without approval of investment projects at Varna Municipality is €102.26, and the fine for illegal construction is between €511 and €5,113 under Art. 232(2) of the Spatial Development Act. A load-bearing wall is not touched without a structural engineer’s opinion under any circumstances.
How much of what you spend on renovation comes back when you sell?
For Bulgaria there is no study with a described methodology that gives such a percentage. The figures in circulation come from British, American and Swedish platforms and do not transfer. The only measure with consequences is the bank valuation at the next sale, and how much of the renovation it recognises is decided by the valuer, not by the invoices.
Two listings, one calculation
Take the floor area from the two listings and multiply it by 288 and by 520. If the difference in price does not cover the larger number, the sum does not work. It is a five-minute check, and it is done before the viewing, not after the deposit.
