From application to disbursement takes 6 to 8 weeks. The proof of income is valid for 30 days, so by design it has to be obtained at least twice.
The buyer counts one thing: how much is needed for the down payment. The bank counts another: how much time each document has left. The two rarely line up, and that is exactly where deals with a loan fall apart.
The difference is not in the loan. It is in what the loan does not cover.
A 60 sq m apartment at €2,000 per square metre comes to €120,000. At 85% financing the down payment is €18,000, and this is exactly where most people stop counting.
On top come about €2,020 in notary and bank fees, plus the 3% local acquisition tax (местен данък при придобиване) for Varna, which is €3,600.
The real amount needed up front is about €23,600, not €18,000.
How affordable that is against incomes in Varna is a separate calculation: a first home, how affordable is it. The caps the Bulgarian National Bank (БНБ) placed on lending are in the BNB tightened its credit standards.
Two fees,
zero guarantee.
The property valuation and the check on the collateral are paid at the start, and they are not refunded if the loan is refused. The wording in the tariff is literal: “non-refundable if the transaction is not approved”.
Property valuation: €120.15, non-refundable.
Checking and analysing the collateral: €307, not refunded even if the right of withdrawal is exercised.
Together that is €427, paid before the answer. The amounts apply to a loan between €100,000 and €125,000, and the tariff allows them to be exceeded by up to 30%.
The documents expire faster than the process
This is the mechanism that surprises everyone: the proof of income is valid for 30 days, while the whole process lasts 6 to 8 weeks. So by design it has to be obtained at least twice.
Pre-approval is valid for 3 months, the tax assessment (данъчна оценка) for 6 months. That is why a delay of one week often means not one but several new certificates, and each of them has its own issuing time.
With new construction there is also the question of the building’s energy performance certificate (сертификат за енергийна ефективност), which the bank also looks at: panel block or new construction.
Interest rates
barely move.
The average interest rate on new housing loans is 2.43%, with an annual percentage rate (ГПР) of 2.77%, according to BNB data for July 2026.
Over three and a half years, the whole range of the average rate is 0.20 points (2.41% to 2.61%). So the difference between banks is rarely in the rate.
It is in the fees, in the conditions tied to the rate, and in speed. A bank that approves two weeks faster saves more than a bank with a rate one hundredth lower.
The deed is signed. The money is not there.
From the notary to the money reaching the seller takes 5 to 10 working days. The notarial deed (нотариален акт) is registered within 3 to 5 working days, then an up-to-date certificate of encumbrances (удостоверение за вещни тежести) is issued, and only then does the bank disburse.
During those days the seller is no longer the owner and has not yet been paid. That is exactly where deals fall apart from nerves, not from documents.
The seller is told about this period in advance, during negotiation, not on the day of the deal. The difference between an agreed wait and an unexpected wait is the difference between a completed deal and a failed one.
