What is left for you?
Some of it the law handles by itself. The rest runs on a clock: the relief declaration, the electricity account, debts to the homeowners association.
The declaration has not disappeared.
No declaration is filed for the annual property tax when you buy: the municipality learns from the notary, through official channels, within 7 days (Art. 14, para. 3 and Art. 51 of the Local Taxes and Fees Act).
But the relief for a primary residence (a 50% reduction of the tax) does require a declaration (Art. 27 of the same Act). And the waste collection fee account in Varna is set up separately: within 2 months of acquiring the property.
EUR 175 or EUR 125, a year.
Example, at a tax valuation of 50,000 EUR, a tax rate of 2 per mille and a waste fee of 1.5 per mille: without a declared primary residence, the annual bill is around 175 EUR.
With a declared primary residence, at a 50% relief on the tax portion, the same bill drops to around 125 EUR a year.

Two deadlines, two different clocks.
The notification the notary sends to the municipality carries a 7 day deadline (Art. 51 of the Local Taxes and Fees Act). The electricity account is transferred to the new owner separately, under the supplier's own rules.
In practice the electricity account transfer takes around 30 days from the notarial deed; water and district heating run through other suppliers, with their own deadlines.

Debts to the homeowners association that fell due before the transfer stay with the previous owner, unless otherwise agreed (Art. 30, para. 1 of the Condominium Management Act). Decisions of the general assembly bind the new owner too (Art. 11, para. 4).
A mortgage follows the property, regardless of whose name it is in (Art. 173 of the Contracts and Obligations Act), and can only be released with the creditor's consent, notarized (Art. 179). On a 100,000 EUR mortgage, registering it costs 100 EUR, releasing it costs 50 EUR (Tariff of the Registry Agency, Art. 2 and 3).
