Burgas's new neighbourhoods:
Horizont and Madika
Until recently, a field grew there. Today it is called Madika on paper and Horizont in conversation, and developers are already selling apartments. Except the site's zoning plan still hasn't been fully approved.

Burgas's chief architect Tihomir Raychev put it plainly to "Trud news" (31.07.2024): "All Burgas residents already call the new neighbourhoods Horizont and Madika. Madika is a locality that was named that way a long time ago, and that is also how the detailed development plan (подробен устройствен план) lists it, for the locality of Madika." In other words, one name is official on paper, the other is only how people say it.
The boundary runs at the so-called "Fifth Kilometre", where a new roundabout is planned, along with moving the town's entrance sign. Mayor Dimitar Nikolov describes it like this: "This is a plot of over 500 decares at the entrance to Burgas, which is currently agricultural land."
A buyer looking for a listing "in Horizont" is actually buying in a zone with no official name on the map. That's not a problem, but it's good to know before you pay a deposit.
Building is underway, but the zoning plan is lagging behind.
As of 31.07.2024, the Burgas municipal council had given the green light only to the roundabout at the Fifth Kilometre. For the entire 500-decare plot, what had happened was "permission to draft" a general detailed development plan, not its approval. In other words, the overall framework, the streets, the green areas and the commercial zones of the neighbourhood are not yet final.
That doesn't stop individual buildings from having their own building permits. Each building's individual zoning plan is a different thing from the neighbourhood's overall zoning plan.
You are buying an apartment, not a finished street network. The neighbourhood's park, shopping centre and public transport can still be settled later, after you've moved in.
Plus 80 percent, according to the seller itself.
One of the developers in Madika advertises a price rise from €750 to €1,300–1,350 per sq m, that is, over 80%. The only source for this figure is the developer's own website: no stated period, no baseline, no methodology. It is not an independently confirmed figure, but a marketing claim.
